How much does testing cost?

Testing costs $125 for one backflow assembly 2 inches or smaller. Your report and submission to the water supplier are included. Any required third-party reporting fee is charged separately at cost.

Have multiple assemblies or need a different service? See detailed pricing for volume discounts, three-year agreements, and other rates.

Do rates change by location?

No geographic testing surcharge applies. Based in Santa Cruz, KCCB serves greater Monterey Bay and the San Francisco Bay Area. Larger cross-connection control projects are considered throughout Northern and Central California. Appointments depend on availability.

What happens if my device fails?

We document the result and explain the next steps. KCCB offers simple rebuilds only for assemblies 2 inches and smaller: $50 labor below 2 inches or $75 for a 2-inch assembly, plus materials itemized on your invoice. For larger assemblies, a plumber must handle repairs. We maintain an inventory of commonly used rebuild parts. For preapproved rebuilds on assemblies 2 inches and smaller, if the necessary parts are available, we can rebuild and retest during the initial testing visit. Same-visit retesting is included, free of charge. If parts must be ordered, the applicable return-testing fee applies to the separate visit.

What does optional rebuild preapproval authorize?

Checking “Authorize a simple rebuild” on the request form lets KCCB perform the following work without contacting you for separate repair approval:

  • Scope: A simple rebuild, if needed, on an assembly 2 inches or smaller. Assembly replacement and other plumbing repairs are not included and must be arranged with a plumber.
  • Labor and parts: $50 labor for an assembly smaller than 2 inches, or $75 for a 2-inch assembly, plus materials itemized on your invoice.
  • Same-visit retesting: Included at no additional charge when the needed parts are available and the rebuild is completed during the initial testing visit.
  • A separate visit: If parts must be ordered, the return-testing fee is $65 per assembly, in addition to rebuild labor and materials.
  • If the rebuild is unsuccessful: If replacement is required, attempted repair charges are waived and only the initial test is charged. Replacement must be arranged with a plumber; later testing is charged separately under our return-testing terms.

Prefer to approve repairs first? Leave the box unchecked. We’ll request your approval before performing repairs.

What if a simple rebuild cannot fix it?

If a simple rebuild is unsuccessful and a plumber must replace the assembly, you pay only for the initial test. Attempted repair charges are waived. The plumber bills separately for replacement. KCCB can return to test the replacement assembly for 50% of that assembly’s original testing charge, at any size.

When is return testing charged?

Eligible preapproved rebuilds on assemblies 2 inches and smaller include same-visit retesting, free of charge. A separate visit to complete a rebuild or retest costs $65 per assembly at 2 inches or smaller, or 50% of the original main-assembly testing charge for larger assemblies. Testing after a plumber replaces an assembly costs 50% of that assembly’s original testing charge, at any size. Half-price testing uses the actual volume or agreement rate and size charge from the original test. Fire-system bypass return testing is $22.50. Rebuild labor and materials are additional.

Can you show a repair example?

For an assembly smaller than 2 inches, a $125 initial test, $50 simple-rebuild labor, and $10 in billed materials total $185 when an eligible preapproved rebuild is completed during the initial visit; same-visit retesting is included, free of charge. If parts must be ordered and we return to complete that rebuild, the $65 return-testing fee makes the total $250. If the simple rebuild is unsuccessful and replacement is needed, attempted repair charges are waived and only the $125 initial test is charged. The plumber bills separately. KCCB then tests the replacement assembly for $62.50, half of the original $125 test.

How does a three-year agreement work?

Available to all customers, with testing rates fixed for three years. You’re invoiced after each completed testing visit. No upfront payment for the full three-year term is required. Your existing payment terms still apply. Renewal pricing is provided before year four. Repair labor and materials remain at current rates. Device-count tiers reset each annual testing cycle. The written agreement defines properties and scheduling.

Can managers combine properties?

Yes, under a three-year portfolio agreement with one property list, one scheduling contact, coordinated access, and a flexible testing window. Devices across participating properties can be counted together. Without an agreement, volume discounts apply only at one property during the same visit.

What if I cancel early?

Only discounts received on completed testing are repayable, measured against standard pricing at each property. No charge applies to unperformed future tests. Exceptions cover property sales or loss of the management account. The written agreement explains the calculation.

Is reporting included?

Yes: test documentation, your report, and submission to the water supplier are included. Required third-party submission fees are passed through at cost and itemized separately.

Is rush or after-hours service available?

When availability permits, at twice the applicable testing rate including size and bypass add-ons. The multiplier applies once. A request does not confirm an appointment. An overdue test booked on the normal schedule retains its normal rate.

Will the water be shut off?

Testing may require a temporary shutoff to the service protected by the assembly. Tell us about tenants, business operations, fire-system coordination, and shutdown restrictions so we can plan the visit.

What should I provide?

Property address, service needed, device count if known, supplier notice, deadline, and access requirements. Device size, make, and model help us plan repairs. Do not include gate codes or sensitive access information in the public form.

How are cross-connection services priced?

Surveys, hazard assessments, CCCP development and updates, specialist-of-record services, program administration, and ongoing support receive written custom proposals. Consulting rate: $150/hour. Project and monthly support pricing depend on system needs and scope.

How do I pay, and when is payment due?

Invoices are sent after service. Individuals pay upon completion. Property managers, HOAs, and water systems under an agreement have Net 30 terms. Checks and secure online card payments are accepted. No additional card-payment fee is charged. Payment instructions are included with your invoice.

Are cancellation or access fees charged?

No cancellation or inaccessible-device fee currently applies. Arrange access and let KCCB know promptly if plans change.
